Raymond Farm Developer Seeks to Side Step Critical Commitment for Development Approval Made in 2003 - 
Raymond Farm LC is seeking an amendment to the conditions of their Special Exception approval which would greatly increase the County's liability risk for the Raymond Farm community wastewater treatment system.  The Planning Commission forwarded this request to the Board of Supervisors on 29 April 2010 with a recommendation to deny this request. The Board of Supervisors extended their August 12th Public Hearing on this item for up to 90 days.  CFFC supports the Planning Commissions recommendation.  See our analysis on our Raymond Farms Wastewater page. 
Fauquier County Water and Sanitation Authority (FCWSA) Overview

Wastewater treatment in Fauquier County, other than the Town of Warrenton, is provided by the Fauquier County Water and Sanitation Authority, commonly referred to as WSA.  In addition to central sewer plants which service a number of service districts in the County, WSA also operates and maintains community or facility alternative wastewater systems per agreements negotiated as an element of approval of the alternative systems by the County Board of Spervisors.  The following is a description of WSA extracted from the WSA website at http://www.fcwsa.org/ .

"The Fauquier County Water and Sanitation Authority (the “Authority”) is an independent political subdivision of the Commonwealth empowered by the Virginia Water and Waste Authorities Act - § 15.2-5100 et seq. of the Code of Virginia, 1950 and as amended, to provide public utilities throughout the County of Fauquier and is not a department of Fauquier County.
 
The Authority was first chartered in 1964 and incorporated for a period of fifty years. In 1975, the Authority was re-incorporated for a fifty year period through 2025. The Authority is governed by a five member Board. Individual Board Members are appointed by the Fauquier County Board of Supervisors and serve for a term of four years. The Authority derives no revenues from County taxes. The Authority's operating expenses are funded by its customers, through its Service Fees. The Authority’s capital expenses are funded by builders and the development community, through its Availability Fees."
 
"The Authority also owns and operates three public sewer systems with a 1.40 Million Gallon per Day (“MGD”) Wastewater Treatment Plant (“WWTP”) in Remington, Virginia, a 0.64 MGD WWTP in Marshall, Virginia and a 0.60 MGD WWTP at Vint Hill Farms, Virginia, serving a total of approximately 3,000 customer accounts."
